This Tax Incentive Agreement, made and entered into this day of April, 2012 (hereinafter referred to as the “effective date”), by and between the City of Moorhead, a municipal corporation of Clay County, Minnesota, having an address of 500 Center Avenue, P.O. Box 779, Moorhead, Minnesota 56561-0779 (hereinafter the “City”) and Lilac Homes LLC (hereinafter the “Project Operator”), who is engaged in the operation of a memory care facility.
