This Letter of Agreement (“LOA”) is made effective July 1, 2009 has been jointly prepared by the designated representatives of the City of Stockton (“City”), a public agency within the meaning of section 3501(c) of the Government Code of the State of California, and the designated representatives of the Stockton City Employees’ Association (“SCEA”), the exclusively recognized employee organization for the Administrative, Clerical, and Services Bargaining Unit and the Professional and Technical Bargaining Unit, to modify that certain Memorandum of Understanding between the City and SCEA for the period ending June 30, 2014 (“MOU”), as follows:
