On February 28,2006, your Board decided not to accept the proposed renewal agreement with Waste Management (WM) for the subject services, and instead directed Public Works to prepare a request for proposal (RFP) for competitive bids. We also provided your Board with a tentative schedule for the RFP process. If WM is not selected, a longer implementation period will be required in order to provide enough time for acquisition of all the necessary carts, bins, collection equipment, staffing and facilities necessary to take over the services. In order to accommodate the longest potential time frame required for completion of the RFP process, we have requested WM provide the County with an extension of its current franchise service agreement through December 31,2007. WM has agreed to the extension and requested an increase of 19.8 percent in service fees and an 11.1 percent increase in woodwaste processing fees to accommodate the County’s requested extension.
