WHEREAS, Ordinance #1829, enacted March 24, 1997, authorized an Urban Agreement by and between the City of Des Peres and the Missouri Highway and Transportation Department providing for construction of improvements by MoDOT to State Route 100 including the relocation of Des Peres Road, construction of Movie Drive and construction of Westmark Drive providing that the city would city to accept those improvements for public use and maintenance on completion; and
