Separate Concession Agreement per Airport Section 1 The ITB defines "Concession Agreement" as "a contract to be executed between the Grantors and a Project SPC in respect of an Airport." Requiring a separate Concession Agreement for each Airport will create significant difficulties and delays in documentation and negotiation, especially given the challenging timeline. This will only lead to a more complex development process and to significant delays. This comment has been noted and considered by the Grantors. To the extent to which the comment has been accepted, an amendment has been made to the ITB and is reflected in the revised version of the ITB issued on 15 December 2015. To remedy these issues posed by the current structure, we reiterate our request (1) that all the Airport be grouped and bid out as one Bundle and(2) that only one Concession Agreement should be required to
