This Umbrella Agreement (hereinafter referred to as the “Agreement” or “Umbrella Agreement”) shall be for the purpose of NASA and ABL Space Systems to enter into a partnership which will enable use of range capabilities resident at Wallops Flight Facility (WFF) and to advance commercial and civilian aerospace interests. This effort will help further advance launch range capabilities in supporting spaceport growth and launch services. Under this arrangement, NASA can provide the following suite of range services involving but not limited to: range surveillance, payload recovery, telemetry, radar, command/flight termination, optical tracking, mobile range and instrumentation, coordination and utilization of downrange assets.
