This memorandum is agreed to by and among the Cities of Springfield, Holyoke and Northampton, the Towns of Amherst and South Hadley, the Pioneer Valley Planning Commission and the University of Massachusetts, Amherst, collectively the “parties”. The agreement creates a partnership for purposes of establishing, managing and operating ValleyBike Share for the Pioneer Valley.
