THIS AGREEMENT TO INTERCONNECT AND OPERATE NATURAL GAS PIPELINE FACILITIES ("Agreement"), is entered into and made effective this __ day of April, 2000, by and between, CITY PUBLIC SERVICE OF SAN ANTONIO, a municipally owned utility, ("CPS"), and HOUSTON PIPE LINE COMPANY, a Delaware corporation, ("HPL"). (CPS and HPL are sometimes referred to individually as "Party" and collectively as "Parties").
