This first amendment (First Amendment) is made to the Operating and Management Agreement between the City of San Diego, a municipal corporation (City), and the Downtown San Diego Partnership, Inc. (Partnership) for the operation and management of the Downtown Property and Business Improvement District (Downtown PBID).
