IT IS HEREBY AGREED by and between the Governing Body of the City of Green River, Wyoming, and Martin P. Black, that Martin P. Black shall serve as City Administrator for the City of Green River. Both parties agree that the City Administrator shall perform the duties of the City Administrator in and for the City of Green River as prescribed by the laws of the State of Wyoming and the ordinances, rules and regulations made thereunder by the Governing Body.
