Insofar as the Consortium of MRAG Limited and Capricorn Fisheries Monitoring CC (the “Supplier”) has an agreement with the Food and Agriculture Organization (FAO) and the International Commission for the Conservation of Atlantic Tunas (ICCAT) (the “Purchaser”) for the implementation of the Regional Observer Programme (the “Programme”), which requires the placing on board of participating vessel’s independent observers to record data and information as described in the IOTC Resolution and ICCAT Recommendation on transhipments.
