This Agreement is entered into between the Department of Homeland Security on behalf of itself (hereinafter, Agreement collectively “DHS”) and [Name OF COMPANY] (hereinafter “Production Company” or “Company” or “the Company”). This Agreement does not authorize the obligation of any United States funding, nor should it be construed as a contract, grant, cooperative agreement, other transaction, or any other form of procurement agreement.
