The Westerville City School District was a party to the 1986 and 1992 Win-Win Agreements. While commonly referred to as “Win-Win” agreements, each of these agreements is an “annexation agreement” under R.C. 3311.06(F). The 1992 Agreement is titled “Extended Joint Agreement Among and Between the Boards of Education of Certain School Districts in Franklin County, Ohio.”
