WHEREAS, pursuant to the provisions of Pennsylvania Act 179 of 1984, County, is eligible to apply for and receive an annual allocation of Community Development Block Grant (CDBG) funds from the Pennsylvania Department of Community and Economic Development (PA DCED) with said funds to be used to assist the “non-entitlement” municipalities within the County, to undertake housing and community development projects, which primarily benefit person of low-to moderate-income; and
