This Agreement entered into by the Board of Education of Carterville Community Unit School District No. 5 and the American Federation of State, County and Municipal Employees, Council 31, AFL-CIO, Local 1273, incorporates a number of understandings which derive from the parties' recognition that the purpose and aim of public schools is to provide the best possible educational opportunities for the children and youth in the School District and that attainment of these educational objectives is a joint responsibility of the Board of Education, the administrative staff and District employees.
