The government of the State of Illinois, through the Department of Children and Family Services (hereinafter “the Department”) and the Consulate General of México in Chicago (hereinafter the “Consulate”), enter into this Memorandum of Understanding to ensure compliance with the Consular Convention Between the United States of America and the United Mexican States, 57 Stat. 800; Treaty Series 985 (hereinafter Bilateral Convention), and the Vienna Convention on Consular Relation, 21 U.S.T. 77, T.I.A.S.
