WHEREAS, the Community Action Program Commission of the Lancaster-Fairfield County Area AKA Lancaster-Fairfield Community Action Agency (LFCAA) proposes to demolish the house at 119 West Union Street in the City of Lancaster and construct a new house in its place (the Undertaking); and
