The Health and Human Services Commission (“HHSC” or “System Agency”), a pass-through entity, and Central Texas Council of Governments (“Grantee” or “Contractor”) (each a “Party” and collectively the “Parties”) enter into the following grant agreement to fund services provided under the Older Americans Act of 1965 (“OAA”) (the “Contract”).
