by and between the COUNTY OF CAROLINE, VIRGINIA, a political subdivision of the Commonwealth of Virginia (hereinafter referred to as “Caroline”), and the TOWN OF PORT ROYAL, VIRGINIA, a municipal corporation of the Commonwealth of Virginia, (hereinafter referred to as “Port Royal”) (collectively, the “Parties”) to set forth the terms and conditions under which CAROLINE will provide Mutual Aid and Assistance to PORT ROYAL for Mutual Aid Assistance to their water system.
