No. The 2018 SPA was finalized after a long collaborative process of discussion and negotiation with representative groups, staff of the Department of Families, consultants and lawyers. The SPA serves as the primary funding agreement used by Department of Families, and is in line with the Master template of central government. The 2018 SPA version included a major policy change (Deficit /Surplus Policy). The language of the 2018 SPA will not be reopened for discussion. The 2018 SPA has been a successful working agreement and was signed by a large number of service providers for the three year term, ending March 31, 2021.
