Pursuant to section 205 of the Federal Power Act (“FPA”), 16 U.S.C. § 824d, and section 35.13 of the Federal Energy Regulatory Commission’s (“Commission”) regulations, 18 C.F.R. § 35.13, Southwest Power Pool, Inc. (“SPP”) as authorized by its Board of Directors, submits amendments to the SPP Membership Agreement1 in order to facilitate the decision of Roughrider Electric Cooperative, Inc. (“Roughrider”) to join SPP as a Transmission Owner and to place its transmission facilities under the functional control of SPP. Roughrider requested amendments to its Membership Agreement to accommodate its membership and participation in SPP (the “Amendments”).
