In short, the bill deals with the expansion of two businesses, one being The Pilbara Infrastructure Pty Ltd. We have had a lot of debate in this house about third parties accessing rail lines. TPI enables that. In his second reading speech the minister talks about Atlas Iron being assisted by this company in the export of 1.6 million tonnes of iron ore and that BC Iron should commence transporting ore on TPI’s railway by the end of the year. This bill is a bread-and-butter variation to assist this company to develop its business. From Fortescue Metal Group’s perspective, TPI is a very important, not so new, player that most people would say is here to stay. The bill is particularly required because, as the minister pointed out in the previous debate, a private railway cannot be built without an agreement act. This allows the Fortescue Metals Group to join its business together to facilitate a spur line. I
