National Park Service’s contribution authorized under subsection (b), the cooperative agreement under subsection (b) shall provide for a reduc- tion in, or the elimination of, the amounts charged to the National Park Service for its sewage disposal. The cooperative agreement shall also provide for minimizing the impact of the sewage disposal system on the park and its resources. Such system may not be enlarged or substantially altered without National Park Service concurrence.
