WHEREAS, The Ohio State University is operating under Chapters 123 and 153 of the Ohio Revised Code and it is the intention of the Ohio State University, in the exercise of its powers as set forth in Sections 153.65 through 153.71, both inclusive, of the Ohio Revised Code to obtain these services for the following project (the “Project”):
