made by and between the New Jersey Department of Community Affairs (“DCA” or “Grantee”) and the New Jersey Board of Public Utilities (“Board”), an instrumentality of the State of New Jersey (the “State”), to set forth the terms and conditions for the disbursement of American Rescue Plan Act – Coronavirus State Fiscal Recovery Fund monies to implement P.L. 2021, c.200, the School and Small Business Energy Efficiency Stimulus Program (“Program”). The DCA and the Board may sometimes hereinafter be collectively referred to as the “Parties” and individually as a “Party.”
