This Programmatic Term Sheet summarizes key terms and conditions for a Comprehensive Development Agreement ("CDA") between the Texas Department of Transportation (“TxDOT”) and a Project developer (“Developer”) for a roadway concession under TxDOT’s CDA program. The Programmatic Term Sheet has been revised based upon TxDOT’s review of industry comments and input. All terms may be further modified to reflect the specific requirements of the individual CDA project as determined by TxDOT.
