THIS AGREEMENT is between the West Virginia Department of Economic Development, (herein called the “Grantee”), and the City of Richwood (herein called the “Subrecipient”) which is authorized to do business in the State of West Virginia, for the provision of Community Development Block Grant Mitigation infrastructure, public facility hardening, and/or planning programs, as further defined in (Attachment A- Scope of Work).
