The purpose of the Annotated GA is purely to explain the obligations of the beneficiaries under legal texts (in particular, the GA, the Rules for Participation, the Financial Regulation) and it cannot derogate from them. This is only a first draft that it is still under discussion and that may still change substantially. The final wording will depend on the result of these discussions. Presentation, numbering and references may still be adapted.
