THIS MEMORANDUM OF AGREEMENT (“MOU”) is made this day of January, 2024 by and between the City of Winchester, Virginia, Winchester Parks and Recreation Department (WPRD), which includes the WPRD Park and Recreation Advisory Board, (hereinafter “WPRD”), a political subdivision of the Commonwealth of Virginia, and the Winchester Parks Foundation, a Virginia nonprofit corporation designated as exempt from federal taxation under 26 U.S.C. § 501(c)(3), located in Winchester, Virginia (hereinafter “WPF”).
