THIS MEMORANDUM OF AGREEMENT is entered into and effective this day of , 2011, by and between the Washington State Department of Ecology, the United States Environmental Protection Agency, the Spokane Tribe of Indians, the Coeur d’Alene Tribe of Indians, Idaho Department of Environmental Quality, Spokane County, the City of Spokane, the Liberty Lake Sewer and Water District, Inland Empire Paper Company, Kaiser Aluminum Washington, LLC, the Spokane Riverkeeper (a program of the Center for Justice), The Lands Council, and the Sierra Club, collectively referred to as “the parties.”
