The Parties to this Agreement are the United States Department of Energy (“DOE”), the United States Navy, Naval Nuclear Propulsion Program (“Navy”)1 and the State of Idaho (by and through the Governor of the State of Idaho, C.L. “Butch” Otter, and the Idaho Attorney General, Lawrence G. Wasden) and the Governor of the State of Idaho, C.L. “Butch” Otter, individually in his official capacity (collectively “Idaho”).
