The NWI signifies the commitment among the Australian, state and territory governments to water reform, placing an emphasis on greater national compatibility in the way Australia measures, plans for, prices, and trades water, and a greater level of cooperation between governments. 92 The NWI includes objectives, outcomes and agreed actions to be undertaken by governments across eight inter-related elements of water management, as listed below93:
