This Service Agreement (“Agreement”) is entered into as of the date of last signature below (“Effective Date”) between the Board of Regents of the University of Wisconsin System on behalf of the UniverCity Alliance (UCA), a project of the High Road Strategy Center (fka COWS), a center at the University of Wisconsin-Madison, a public educational institution of the State of Wisconsin (“University”), and the City of Milton, WI (“Sponsor”).
