agreement, he may, on reasonable notice and opportunity for hearing to the State agency, withhold further payments, and take such other action, including the termination of the grant agreement, as he finds appropriate to carry out the purposes of the Act. Noncancellable ob­ ligations of the State agency properly incurred prior to the receipt of any no­ tice of termination will be honored. The State agency shall be promptly notified of such termination in writing and given the reasons therefor.
