Please find enclosed an executed copy of the project consultant agreement for {design and/or construction observation} for your files. The City of {City Name} has thoroughly evaluated the qualifications of {Consultant Name} and determined them to be the best qualified to accomplish the intended work. We have also determined that their proposed fees are considered fair and reasonable. A record of negotiations has been prepared reflecting considerations involved in the establishment of fees, which are not significantly above the sponsor’s independent cost estimate.
