This Programmatic Agreement, inclusive of all Exhibits, (“PA” or “Agreement”) is made as of this 23rdday of May 2013, by and among the United States General Services Administration (“GSA” or “Landlord”), the District of Columbia State Historic Preservation Office (“DCSHPO”), the Advisory Council on Historic Preservation (“ACHP”), the National Capital Planning Commission (“NCPC”), the National Park Service (“NPS”) and Trump Old Post Office LLC and its successors and assigns (“Trump” or “Tenant”) (all referred to collectively herein as the “Signatories” or “Parties” or individually as a “Signatory” or “Party”), pursuant to Sections 106, 110, and 111 of the National Historic Preservation Act (“NHPA”), 16 U.S.C. §§ 470f, 470h-2(f), and 470h-3, and the Section 106 implementing regulations at 36 CFR Part 800; and
