This Staffing Agreement (“Agreement”) is made and entered into as of the (“Effective Date”) by and between Colorado Springs Utilities ("Utilities") an enterprise of the City of Colorado Springs, a Colorado home rule city and municipal corporation, with its principal place of business at 121
