WHEREAS, COUNTY adopted a Resolution No. 22-69, and Shelter Crisis Ordinance No. 2695 on June 7, 2022, and an Amended resolution on , 2023, allowing the COUNTY to facilitate the development of emergency shelters on County- owned or County-leased land and meeting the obligations under California Assembly Bill 2553 (2020) pursuant to California Government Code Section 8698.4 and its subparts, which authorizes planning and construction of shelter facilities on an urgency basis permitting certain protocol exemptions related to contracting and bidding as specified in said statutory scheme;
