It is the purpose of both parties to this Agreement to foster and encourage improved relations between the Employer and the Union and to provide satisfactory working conditions. The parties also agree to encourage efficiency in operation, promote the morale and well-being of employees while at the same time maintaining a high standard of care for children, and to promote and encourage the development of accessible, affordable, quality day care as a universal right for all parents and children.
