Whereas Party B's international observer has submitted the application materials for the qualification of international observer to Party A, and has passed the examination of Party A, according to the Contract Law of the People's Republic of China and rules and regulations related to international observers formulated by Party A, in witness whereof, Party A and Party B, through friendly negotiation and on the principles of equality, voluntariness, honesty and good faith, hereby enter into the Agreement regarding Party B's becoming an international observer of Party A.
