(“Agreement”) is by and among the Cities of Apple Valley, Burnsville, Eagan, Prior Lake, Rosemount, Savage, and Shakopee ("Cities") municipal corporations organized under the laws of the State of Minnesota, and Dakota County and Scott County (“Counties”), political subdivisions under the laws of the State of Minnesota. This Agreement amends, restates and replaces the Minnesota Valley Transit Authority (“MVTA”) Second Amended and Restated Joint Powers Agreement adopted in October 2012.
