(Shell) regarding community development in Majnoon Oil Field Area, vocational training and small enterprise development in Basrah. A noticeable skills gap exists in the labour supply, which often forces IOCs to hire foreign contractors for the provision of construction- and production-related labour. Importantly, IOCs and other international corporations operating in Basrah hire construction workers through Basrah-area contractors and subcontractors.
