In line with both the United Nations Development Assistance Framework (UNDAF) to the Government of Iraq, and with ongoing efforts to partner with the Government of Iraq for the enhancement of the Iraqi Private Sector, UNDP Iraq’s - Economic Recovery and Poverty Alleviation (ERPA) cluster has entered into a partnership with Shell Iraq Petroleum Development B.V. (Shell) regarding community development in Majnoon Oil Field Area, vocational training and small enterprise development in Basrah. A noticeable skills gap exists in the labour supply, which often forces IOCs to hire foreign contractors for the provision of construction- and production-related labour. Importantly, IOCs and other international corporations operating in Basrah hire construction workers through Basrah-area contractors and subcontractors.
