CREATION AGREEMENT (“Agreement”) is made and entered into by and among the TOWN OF EATON, a statutory town and political subdivision of the County of Weld, State of Colorado, the TOWN OF SEVERANCE, a home rule municipality and political subdivision of the County of Weld, State of Colorado, the TOWN OF WINDSOR, a home rule municipality and political subdivision of the Counties of Larimer and Weld, State of Colorado, and the FORT COLLINS- LOVELAND WATER DISTRICT, a quasi-municipal corporation and political subdivision of the Counties of Larimer and Weld, State of Colorado (individually, “Party” and, collectively, the “Parties”).
