All the parties to the political agreement, signed on December 17, 2015, did not succeed in fulfilling its provisions that stipulated the formation of Government of National Accord based in Tripoli and ratified by the parliament in Tobruk, to represent a starting point towards achieving the core objective of the political agreement, which is ending the political, security and military division. Achieving this objective would pave the way to deal with the living and economic problems and restore security by bringing to closure the fighting through reaching a comprehensive reconciliation among all Libyans regardless of their social, political and intellectual backgrounds.
