The purpose of the Low Income Household Water Assistance Program (“LIHWAP”) Water Provider Agreement (“Vendor Agreement”) is to provide a grant for emergency assistance to low-income households, particularly those with the lowest incomes that pay a high proportion of household income for water, storm water, drinking water, wastewater/sewer, and groundwater services, said services herein collectively referred to as “Water Services”.
