The Buyer, (“Buyer”) offers to purchase from the City of Milwaukee (“Seller”) all of the Seller’s right, title, and interest in the vacant lot at (DCD Dev. Site # ) (“Property”) on the terms and conditions contained herein. For the purposes of this offer, Seller shall mean the City Real Estate Office of the Department of City Development (“DCD”) and not any party from a different City office or department.
