THIS AGREEMENT is entered into as of the 1st day of November, 2013, by and between Pennington County, a political subdivision of the State of South Dakota, hereinafter referred to as (Pennington County) and the County of Lawrence, County of Butte, County of Custer, County of Fall River, and County of Harding, all duly organized and existing counties under and by virtue of the constitution and laws of South Dakota hereinafter collectively referred to as (Contributing Counties) pursuant to Chapters 1-24 and 26-7A of the South Dakota Codified laws.
