Parties This Framework Financing Agreement (“FFA”) dated [ ] is between the Socialist Republic of Viet Nam (Viet Nam) and Asian Development Bank (ADB). Investment Program Viet Nam is committed to and will implement the National Power Development Master Plan VII (“PDMP VII”). The Power Transmission Investment Program (“Investment Program”) is an integral part of the PDMP VII. The Power Transmission Investment Program comprises: (a) a Transmission Network Expansion Component to expand and upgrade 500 kV and 220 kV transmission lines and associated substations throughout Viet Nam (b) an Operational Improvement Component for strengthening operational effectiveness and efficiency of the National Power Transmission Corporation (“NPT”); and (c) a Project Implementation Support Component for detailed technical design, construction supervision, safeguard compliance, and preparing subsequent projects of the Investment Program.
