This INTERGOVERNMENTAL AGREEMENT ("IGA” or “Agreement") is by and between THE PORT OF PORTLAND, a port district of the state of Oregon ("Port"), and THE CITY OF PORTLAND, BUREAU OF ENVIRONMENTAL SERVICES ("BES"). This IGA is authorized pursuant to ORS 190.010 and becomes effective upon full execution of this document. The City and the Port are also referred to as “Party” or “Parties.”
