REQUEST FOR STATEMENTS OF INTEREST/ REQUEST FOR PROPOSALS WITHINApril 3rd, 2019
The purpose of this Cooperative Agreement is to conduct presence/absence protocol surveys for the Mexican Spotted Owl (Strix occidentalis lucida, MSO) at and adjacent to the Naval Observatory Flagstaff Station (Station). The surveys provided through this Cooperative Agreement are required through an operation and maintenance measure imposed by the U.S Fish and Wildlife Service as enacted through the Federal Endangered Species Act. In addition, this survey requirement is also required by 16 USC §670c-1 (Sikes Act) whereas, military installations are required to provide development, maintenance, and coordination of wildlife, fish, and game conservation and rehabilitation on military reservations. As required through the above mentioned measure and statues, the Station is required to provide surveys on the MSO for a duration of 15 years beginning in 2012.
